Counter-strike [Server lag issues]

To start, I recently had my PC fixed 3 days ago and downloaded Counter-Strike: Condition Zero on to it. I currently am having no problems with lag on majority of the servers, but this one certain server I try to play on, I lag incredibly bad. I have tried to change the 'updaterate' and 'cmdrate' but that has not worked. As well I changed my location to US - Seattle, as that is what I had it on before my PC crashed. Any help would be great as to why this one server does not work.

As well, before my PC crashed I never experienced lag on the server. So do you think it might have something to do with the server itself, or perhaps some of my settings.
