Computer won't power down

I'd appreciate your assistance to determine why my computer won't power down. Windows shuts down like it should and the monitor powers down. However, the computer still appears to be on with lights and fans running. I am only able to turn it off by holding down the power button. Is my power supply going bad or is there something I can adjust to fix it?

For the past couple of nights another volunteer has been helping me with what I thought was a virus for a different issue. He determined that I did not have a virus afterall so now I'd like to focus on this power down issue. Thanks for your help!

I had another issue with the network controller after trying different things such as reinstalling the driver, the NIC started working again. Apparently, this had something to do with the powering down issue and all works fine now.
