Need Help Creating a XP Boot CD

I have a Clean Hard Drive with no Operating System. My XP CD will not boot It says missing bootmgr or sumthin like that. I need the boot files to create a new XP CD that will boot.

You sure the system is booting to the cd and not to the hd?
Is this a recovery cd or a OS installation cd?
OEM, Retail, Burned or downloaded?
If the last two where did they come from?

OS installation cd and its burned i cant remember exactly it has a registered cd key and all. its legit. every other time i have redone this computer it already had XP OS installed but the hard drive crashed and this one is clean.

See if another computer will boot from your "OS installation cd and its burned". If it also fails, then you know you have a bad CD.

IT was a downloaded one from microsoft and i burnt it to a CD

Microsoft as far as I know doesn't have a downloaded version of their OS. :D

There are many places online to download Windows XP but none of them are legal. Windows XP is not distributed online so there is no legitimate way to download Windows XP, even from Microsoft.

No matter where you find it, any XP download you come across online is illegal. The only legal course of action when you need a copy of Windows XP is to actually buy a new copy of Windows XP. It's that simple.
