Dell:

The key combination is CRTL + F11 pushing the keys at the same time at the the dell screen during post. Once you push them then you want to release them.
It should go into the recovery partition so you can do a system restore.

It doesn't work that easy.
You can't use a retail version to load on to a system that had the OS preinstalled.
Also it will make a difference if the disk is the same version. Home, Media or Pro

Try the steps listed HERE to restore the system back to factory setup.

Can you boot into windows?
If so please do the following as this will tell us if a Recovery Partition is even on your hard drive.
Go to Start then to Run
Type in compmgmt.msc and click Enter
On left side click on Disk Management
On right side you will see you hard drive.
Now I need you to take a screenshot and attach it to your next reply. Do the following to take a screenshot while the above is open and showing on your desktop.

To do a screenshot please have click on your Print Screen on your keyboard. It is normally the key above your number pad between the F12 key and the Scroll Lock key
Now go to Start and then to All Programs
Scroll to Accessories and then click on Paint
In the Empty White Area click and hold the CTRL key and then click the V
Go to the File option at the top and click on Save as
Save as file type JPEG and save it to your Desktop

Attach it to your next reply

Nope no Recovery Partition just as I suspected.
That is why the key combination does not work.
Instructions from SpyWareDr in post 6 is the way you will have to go.
Do you have a disk with the drivers for the system on it?
If not then before you continue you will need to get them and put them on a cd or flash drive.

All original drivers for your system with Vista located HERE.
Just change the OS in the drop down menu to Vista and all the drivers will be below that.
