I have searched their site and can find nothing on a Recovery Partition or instructions on how to access it.
IMHO I would suggest you call them and ask them about how to access the recovery partition if it does exist.

Will do. Was just playing around with the Windows XP setup. If I hit enter, it tells me it can't find the EULA and Windows isn't installed. But from the Windows Recovery Console, I can check the Windows directory (and all the others) and it still has files.

The EULA is the End User License Agreement.
The windows files you are seeing are the system files.
What XP setup are you referring to?
Do you have a XP installation disk?

Using the disk you had me burn from the first page. No installation disk. I do have an XP upgrade disk from another computer, but that's it.

Yeah that recovery disk would not have the EULA so it won't do the repair installation.
