Black rolling screens on connecion to Internet.

I am still being plagued by black overlaying screens on connection to Internet. Internet works but very, VERY slow and the annoying black screens. On top of the screen it says,"C:\\windows\sys32" and in the text box,"Command syntax error" and also "cmd.exe-Application error 0xcoooo142 Failure to initiate program."
I have run updates Maladware, CCCleaner and AVG and they all come up with nothing found. Runs GREAT in safe mode :>) HELLLLLP!
