Msconfig error and slow laptop in XP

Hi,

I have a mini Dell Insprion 1010 (1.6Mhz & 1 GB, window XP) which is less than 1 year old. I only have a few application installed.
I am having 2 issues:
(1) the laptop is slow to start up, shut down and starting a new application especially a new web browser. It can take around 1 minute to open up and sometime it freezes and i have to end it in task manager. I did not have a lot of programs opening or running when this happed.
(2) I noticed that there are a few programs running at start up and try to use msconfig to stop them. however, i got "Access denied and need to login as administrator error message" even i did this in safe mode.

I run the virus scan constantly and no virus found. I also did disk cleanup and defragmenter and no improvement at the speed at all.

Anything you can help is greatly appreciated.
