Unable to connect laptop to broadband router

I have a Sony VAIO laptop that no longer connects to my broadband router either wired or wireless. When I view the Network Sharing Center it states that 'The dependency or group failed to start'. When I try to diagnose and repair I am unable to as a message window comes up stating the 'Diagnostics Policy Service is not running'. I cannot restart and 'Error 5: Acces is denied' comes up in a message window.

Can anyone help?
