Once set-up, can you change OS base language?

I bought my laptop in Holland, already set-up......this means the OS is in Dutch! I have changed settings so that most of my stuff appears in English, however, the rest remains in Dutch :D Am I able to change the OS base language to English or do I have to have the whole thing taken off and an English version put back on? OS is Vista Basic.

Not on Vista Basic you can't.
You'll have to remove it, buy an English version & install that.

If you upgrade to Windows 7 Ultimate, you can more easily work in multiple languages, as you can download language packs. To learn more about Language packs, consider reviewing this resource. I hope this helps.
