IE8 won't open

When I try to open IE8 it comes up with Internet Explorer cannot display the webpage. I've checked the boxes under tools>Internetoptions>Connections>LANsettings, and nothing comes up after I restarted the browser. I think the settings were changed somehow but not sure where else to check. I'm typing this message on my iPad, because I can't get anything to come up on my laptop.

Can you help, please?
