windows 2000 cannot start \WINNT\SYSTEM32\CONFIG

We sent a computer overseas to the middle east for use with some medical equipment. We tested it before it left and was ok. When it arrived and they tried to use it they have this message

Windows 2000 cannot start because the following bfile is missing or corrupt.
\WINNT \ SYSTEM32 \ CONFIG \ SYSTEMced Startup option for windows 2000, press F8

You can attemp to repair this file by starting windows 2000
Setup using the original setup floppy or CD-ROM
Select 'r' at the first screen to start repair"

They do not have the windows 2000 disc and there is expensive software on the computer that cannot be erased. Are there any options??
