If you click the restore down/maximise button(middle button top right) you can drag the program to either monitor

I am not 100% sure what you mean about the wall paper getting low?
I think this might be what you need.
Go in to the screen properties the click on the second (2nd) screen and change the screen resolution.

I had a similar problem with dual screens too but I was using my laptop as one screen and a 22inch Samsung as my second screen.
When I would re-size something in the second screen (Samsung) it would interfere with my laptop screen. I played around in the screen resolution window. Right click on desktop - and click Screen Resolution try to arrange them in different ways since you can move the little screens to which side you want them.

Not having much luck with this. In your 1st screen shot you have world of warcraft on the left screen
If you move it to the right screen is it the same or does it fill the screen.
If the screen is still smaller then press 3 keys together ALT SPACE X does this change things

Cheers
