Downloading File from internet, persistent problem

Hi, I've had this problem for quite a few weeks now, and its come to the point where i can't do anything. Everytime i try to download a file from my college website these files might be assignments or powerpoints i get the problem listed below:

C:\Users\SAMANT~1\AppData\Local\Temp\jTRHcUcZ.ppt.part could not be saved, because the source file could not be read.

Try again later, or contact the server administrator.

I have tried to download these files from a total of 3 computers in my house and not one of them will let me. But when i download them from college or at a friends house it works perfectly.It is really annoying me and i hope someone can help me.
