File Download-security warning

Somehow all my programs and some files have become link files...When I try to execute a program, I get a Download files-security warning which prompts me to either run/download, save or cancel. Whether I click run or download, the prompt just refreshes with the same message...to run/or download and it just keeps refreshing. The last time I had this problem, under the properties detail section the attribute was link file, now the attribute on every one of the .exe files the attribute is A and when I right click on a program, the run as administrator option is no longer there. This is extremely frustrating, especially when your technologically challenged (as I am, lol). Everything in the startup menue has these same execution options and attributes. Can someone please help me?!!!!!
