i need help connecting to mmo game servers

hi every one ive been looking around online and it seems like alot of people have this problem at one time or another
well i guess its my turn. ive been playing games like maplestory,wonderking and wizard101. i was playing them one day
and everything was fine but i tried to log on maplestory the next day and it just said could not connect to game server
so i waited a day then tried again and it said the same thing so i tried wonderking and wizard101 and they both had the same
problem so i turned off the firewall that didnt help i also tried the <netsh minsock reset> but it said i need elevation

so my question is/ how do i elevate it?!?

and what is elevation

my computer has windows vista home premium
