C++ 2008 Express and directx 9.0c

I have a number of programs that were developed using Directx 9.0c and an earlier incarnation of C++ all of which worked ok. Now, when I try to run them I get a message telling me d3dx9d_35.dll cannot be found, despite the fact it is in my Directx/Developer runtime folder. I have checked the path assignments in the environment variables for both Directx and visual studio, both of which are set correctly. Is this version of DirectX compatible with C++ 2008 Express; if so, how do I correct this error; if not, what can I use instead?
