Best way I can think to describe my predicament.

Basically, I'm a security nut. Ironically this is my ailment. I cannot 'run as administrator' on any of my programs and since I cannot remember my password for the life of me I'm pretty much lost. Is there any way I can bypass this without the use of a crack or a cd? I've had no luck with cracks and I'm too cheap for a cd but if that's my only chance then I guess I have to.

A security nut and you don't have a password safe? That's too bad. For the record, I use SplashID Password Manager. Other recommended safes include, Password Safe, KeePass Password Safe, and RoboForm is a favorite of many.
