Unusual .txt File Found called "HCPSTool" in my C: root direct

So just recently, I discovered a file called HSPCTool.txt in the root directory of my C drive. I opened it up, and it listed alot of .exe and other common extensions. I've ran the OTL and I have the results in hand. I also googled HCPSTool and some quick results seems to give it a bad reputation, which made me more worried.
