Ul30 windows 7 malware appeared than no reboot

Hi, I am running windows 7 and earlier today some malware appeared trying to get me to install fake anti virus software. I tried to close all these but my computer shut down by itself and restarted with startup recovery. Ever since this I have not been able to boot up even in safe mode. I have read about many problems that sound similar on this forum, but most need boot disk. My computer does not have a DVD drive so I was hoping it would be possible to fix with just a USB. But if necessary I will pick up an external DVD drive. I have the recovery DVD that came with the computer. Any help would be greatly appreciated

I have made a bootable drive to try to scan with otlpe files to try and get infromation as suggested on multiple other posts. When I try to boot from the usb I get "remove disks or other media press any key to restart"
