I want to make a linux live cd and I am going to download a file called KNOPPIX_V3.6-2004-08-16-DE.iso

Is that the right file?
If I download that to my desktop would it change my system around?
Can any one give me instructions on how to do this?

it will not change your system around.

You need to download the image, then burn the IMAGE (not burn the file to a CD).

How you do that depends on your burning software.
