XP Antispyware 2012

Hey. My Mom's computer has the fake XP Antispyware 2012 protection virus. Not knowing what it was my Mom clicked it and now she can't open any programs. She called me down and I couldn't: Boot in safemode (it wouldn't let me navigate after pressing f8), open any antivirus programs, open ANY programs, specifically regedit.

So I need help. I've had virus' like this before, but none of them had rootkit. How do I delete something if I can't open anything?
