missing TXCLASSES100.DLL

Please Help When I try to open files from the internet (or save) I recieve a message that tells me that I have a missing dll that is titled TXCLASSES100.DLL I have tried to search on the internet to download the dll and have had no luck! If anyone has suggestions then please let me know.....I am desperate! :tazz:
