Connected to the internet, but can't open a browser screen

My laptop says I am connected to the internet, I pinged with another computer and it was responsive. BUT I can't connect to the internet. IE and firefox screens won't load. "Internet explorer cannot display the webpage". I've cleared the dns cache, but I don't know what else to do. There is another laptop on the same connection (the one I am using now) and it works perfectly fine. HELPPPPP!
