"explore all user" menu and toolbar missing XP

When I right cilck start button and goto "explore all user"
The menu and toolbar is missing

Im using windows XP

How do I get the Menu and Toolbar back when using explore all users ?

as you can see from the no toolbar jpg thats no toolbar or menu to click on? so cannot click view drop down

Try pressing the Alt key. That normally brings up the menu bar (Edit View etc,)
