I have a toshiba notebook and when i turn it on it does not boot. it just stays on the toshiba screen and in the bottom left corner says press [f2] for setup, press [f12] for boot device selection menu. but when i try to do either one nothing happens and just stays on that screen!

That seems to be related to hardware as the Power-on self-test is not finishing. I am moving your request to the hardware forum.

Swap the memory modules(RAM) to refresh their contact.
