I am going to build a new computer to replace an older one. The new one will have Win. 7 64 bit and the older one has XP 32 bit. Will I be able to transfer Documents and other things from the XP to 7?

Documents, sure. "Other things", maybe. Depends on what those are. You will have to be specific. Usually, you can run 32-bit programs on a 64-bit OS, but there may be some exceptions if designed for XP. Your biggest concern is typically hardware drivers.
