MY windows 7 is acting weird and also looks weird

i really dont know what happened, i know windows 7 is not suppose to look like this file:///C:/Users/GageS/Desktop/Untitled.png
When i try to change the windows color this comes up
file:///C:/Users/GageS/Desktop/x.png
when you drap the window to the top lines are suppose to go across the sides of the screen well now its just all blue please help
