how to access mmc snapins on a remote machine with no domain?

With windows 7 home premium missing the local users and groups snap in i figured that since the mmc was designed for use in a domain environment it might be possible to use the mmc on my windows 7 professional machine to modify the settings of the home premium machine over the network. does anyone know how to set up a remote MMC access with no domain??
