SYSTEM HANGS AT WELCOME SCREEN-MOUSE CURSOR STANDSTILL

My Desktop(Emachine) has a problem. when I boot the D/T, it hangs at the Windows XP Welcome screen. The mouse of thisD/T is pretty new . but mouse cursor is unmoved and unable 2 go in. Abt couple of days b'fre it started hanging at user level. when I rebooted I cld go in thro safe mode. and from there when I again rebooted I cld go in at Normal mode. But Net connectivity not there. whnen I scroll in Net work conne ctivity option I cld see under "System config Utility under the Tab "Services" allwindows services were stopped. Some forum which Id tred says that " system affected by some Malware" Anu guess on this.If U v some Inputs pl, let me know.How do I go in to reach my user screen and thereupon into the system to try applying some Malaware removal software. so as to geet internet connectivity.
Would be greatful if you could help me in restore and keep my D/T alive.
