optimizing/slow booting notepad

I'm trying to appease a teen (god help me) and get this little notepad running.

I'm running Windows xp and just put the chrome browser on, which seems to have helped. This is my second to last PC, as I am too much of a luddite to work them without a whole lot of help, so I've mostly switched to mac -- mostly...
