So my netbook has been causing me all sorts of problems from not booting to crashing constantly, so I decided to reinstall Windows 7 from a USB. After sitting at "Completing Installation" for awhile, the netbook restarted. Now when it boots, I get a message saying "Install Windows The computer restarted unexpectedly or encountered an unexcpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation." Clicking OK restart the netbook, but it keeps going back to this message. I've tried to restart the installation process by booting from the USB, but there is no option for that in the boot manager. What can I do?

Disregard all of that, I used another laptop to reformat the USB stick DISKPART and was able to boot from it. :)
