This is system problem with some software. Usually with Microsoft software . Let's try to bypass it.
Step 1
Run OTL again
Step 2
NOTE: This fix is custom made for this system only and for current system state! Don't try to run it on another system!
Please close all running programs and Run OTL
Step 3
Try to install your software after this.
Step 1
Run OTL again
- Double click on the icon to run it (If running Vista or Windows 7, right click on it and select "Run as an Administrator")
. Make sure all other windows are closed and to let it run uninterrupted.
- Under the Custom Scan box paste this in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\IniFileMapping\Autorun.inf
- Click button named None first
- Click the Run Scan button. Do not change any settings unless otherwise told to do so. The scan wont take long.
- When the scan completes, it will open OTL.Txt. This file is also saved in the same location as OTL.
- Please copy (Edit->Select All, Edit->Copy) the contents of this file and post it here to me

- Under the Custom Scans/Fixes box at the bottom, paste in the following

- Then click the Run Fix button at the top
- Let the program run unhindered, reboot the PC when it is done
- Post the fix log it produces in your next reply or you can find it in C:\_OTL\MovedFiles
Step 3
Try to install your software after this.

No, I'm still not able to download the program I wanted, but I don't get the error message anymore. It goes through all the motions of extracting the files, the progress bar reaches the end and then poof, it's gone. I've been using Microsoft Money for years to balance my checkbook. Microsoft, in their infinite wisdom, discontinued it. They've made "sunset deluxe" to replace Money, that's what I've been trying to download.
I asked Microsoft for help, here's their answer...

Your logs and system are clean now. I'm glad we fix up your computer. We need to clean up your PC from programs we used.

- Once its finished it should reboot your machine, if not, do this yourself to ensure a complete clean
