Error 711

I have used a wireless internet dongle for a number of months. On start up it suddenly said error 711 the system did recognise the dongle but wouldn't connect me. I did a system restore to an earlier time and this solved the problem , It then happened again,but now system restore wouldn't now work as windows said there is now a problem with the os any ideas please windows vista sp1 dell laptop
