Connections available but can't connect to internet

None of the 3 computers in my house or the 2 smart phones can connect to the Internet but connections are available. I have turned router and modem off and on with no improvement. I'm just looking for some insight because calling my Internet provider is frustrating and I'd like tO know what to try or at least what I should say when I call the Internet provider. Thanks!!
