Ok I really want to know this for general knowledge, it's not my site either.

I didn't know where to post it because webdev is not really my forte and i'm not sure as to how you reference these things.

A site I use is currently down as is every site on their (database/server? :/), and I can't tell if the db is down (?) or if they are being DDoSed.

Again, I just want to know for common knowledge.

Like for example how would you check if it was being ddosd if you are not the owner?

I tried pinging the site and it timed out, and my friend told me that means it is being DDoSed but I'm not sure.
