Cant download any program remove spyware

cant download hijack this or any malware removal programs. They download and r stuck saying security scan in progress. Tried hijack this and it did same. My teenagers computer she says everytime she gets on internet explorer it keeps saying recover webpage. Any help would be wonderful and thanks so much.
