Power-down works fine from Safe Mode, but remains "shutting down" from normal mode.
Same problem if chose "Restart" - it never reaches the re-boot.
I leave it for 10 minutes, then kill it manually - no apparent problems from doing this, just inconvenient.
Performed a "Boot log", everything looks normal with the 15 usual suspects not starting.
No driver alerts in Device Manager, but I suspect a driver is the causing it.
I am very reluctant to re-build, having done it 3 times recently.
Does anyone have any advice ?

Asus P5K PRO socket 775 Motherboard.
Intel Core 2 Duo E8200 2.66GHz CPU
Corsair 2x CM2X2048-6400C5 5-5-5-18 800MHz (4 gig of ram.
WDC WD2500JS-19NCB1 single HDD.
ATI Radeon 2400 driving Hanns.G HU196D display.
Optiarc DVD RW AD-5260S optical drive.
Epson SX235 printer/scanner.
Windows XP Pro SP3 + all updates.
The problem developed at some point in the middle of the system re-build,
but I did not keep a record of every step and often many steps ocurred
between each re-boot.

I would tend to agree that it is a driver issue.
Are you getting any error message or just stops?
Have you tried system restore to take it back a day or two before the issue started?

After following the advice from my colleague rshaffer61 I would also consider establishing a new account and see if the problem exists on the New account in normal mode.

Good call as it just could be the account has been corrupted and causing the issue. This is why it helps to have second pair of eyes looking at a topic as I work more with hardware and drivers issue more. It just trikes me funny it was working fine and then after driver installs and\or updates it stopped working.

Many thanks for your replies.

I created a new user, "switch user" did nothing so I logged off and logged in as the new user.
Then tried close down, but no change so killed it after 10 mins.
The only difference was a process I have not seen before - MsgListenerWnd - took a long time to die.

I do not get any error messages, and I do get the impression that the closedown process has progressed
to very near its end.

A restore is not really practical because it developed relatively early in the build process, and the
amount installed afterwards makes it preferable to start again, which is what I should have done of course,
but I was so tired of rebuilding at the time following a series of hardware problems that I just carried on.
This was two months ago I'm afraid.

The other pointer to drivers is that I recall the installation process not going smoothly, and having to re-install
in some cases.

It is a pity there is no logging function for the turn off sequence like the boot log.

Having just read that you recall the install process not going smoothly, I think you may indeed have hit the most relevant point there.

The reason I asked about Google Chrome is that one of the extensions is I think connected with a Message Listener.

I no longer use Firefox, as I got annoyed with the constant releases of new versions and many of them had bugs that were known of at the time of release. In my opinion they have adopted a race to get out new versions. HOWEVER that is only my opinion.

Go Firefox on that edtion I think you click the help tab and then configure Safe Mode NO add-ons - try that.

You do not need to make it other than that ONE time as of course, it is the shut down/power down issue we are concerned about.

Common other causes, not always connected with drivers per se are ROXIO, Norton, Various Disk Management software, Logitech mouse software, to start with.

Other matters to explore are your Advanced power settings, sometimes these cause the problem.
Although I have never really found the definitive answer, having those set for turning off and power saving modes - can unexpectedly cause a power down difficulty.

Further to the above I know you checked device manager for errors but please check on the View tab, show hidden devices..

Have you tried event viewer for any messages on system related to inability to close an application.
If you need we can send you a program that automatically reads Events for you.

When I find the article I have in my data bank on these issues I will post it.
Note here is ONE
http://support.microsoft.com/kb/308029
Do not dismiss it becuase of the sub heading error message if you read down it particularly addresses the ssue of Safe Mode power down OK.

Also my good colleague rshaffer61 who orignally responded may well have other ideas as well.

HERE is the one I referred to it is quite old now but still your good starting place if my colleagues scannow posted below does not find anything

Go Start and then to Run ("Start Search" in Vista),
Type in: sfc /scannow
Click OK (Enter in Vista).
Have Windows CD/DVD handy.
If System File Checker (sfc) finds any errors, it may ask you for the CD/DVD.
If sfc does not find any errors in Windows XP, it will simply quit, without any message.
In Vista you will receive the following message: "Windows resource protection did not find any integrity violations".

For Vista users ONLY: Navigate to C:\Windows\Logs\CBS folder. You'll see CBS.log file.
Usually, it's pretty big file, so upload it to Flyupload, and post download link.

If you don't have Windows CD....
This applies mostly to Windows XP, since Vista rarely requires use of its DVD while running "sfc"
Note This method will not necessarily work as well, as when using Windows CD, because not always ALL system files are backed up on your hard drive. Also, backed up files may be corrupted as well.

Go Start and then Run
type in regedit and click OK

Navigate to the following key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup

You will see various entries Values on the right hand side.

The one we want is called: SourcePath

It probably has an entry pointing to your CD-ROM drive, usually D and that is why it is asking for the XP CD.
All we need to do is change it to: C:
Now, double click the SourcePatch setting and a new box will pop up.
Change the drive letter from your CD drive to your root drive, usually C:
Close Registry Editor.

Now restart your computer and try sfc /scannow again!

Thanks to Broni for the instructions

Ok, sfc /scannow ran without complaint, even though I used an SP1 CD.
Device manager looks pretty clean, I have put a screenshot here:
http://www.gsdbanner...viceManager.jpg

Should there be two identical keyboard entries ?

There 15 entries in the network adapters folder which include
Marvel Yukon Gigabit Ethernet Controller and packet scheduler, and
five MS WAN Miniport entries.

ROXIO and Norton are banned after early bad experiences, I'm not sure
if my mouse is Logitek (KME ?).

I recognise Macboatmaster's two links as stuff I have worked through already.

I didn't find the Firefox (now v11 !!) add-on disabler, but this fault
is present if I do nothing between booting and turn-off. Well, apart from
the auto-load stuff like ZoneAlarm, Avast, NAS Navigator, and Skype/SkypeMate,
all of which I can kill manually before turn-off to no avail.
