Spiking Problems in Games.

When I play games my ping would go up really high every minute and it would make me freeze for about 1-2 seconds.
I share internet with 2 other computers in my house. I still spike up even when they are turned off.
I play games on 2 of my computers/notebook and both of them spike. One is windows 7 and the other is vista.
Is there anyway to fix this or is it problems with my internet provider?
Please help me fix this problem. Thank you.
