What type of code is needed? Is this even possible?

I don't know how to code with computers or engage in programming but would like to know what kind of coder would be needed for a certain project. As I understand it, when you type in a web address the site loads the homepage and provides you with links (pics, videos etc) that when you click one of the links will start loading a page from that site. I would like to know if it is possible to have something load with those page links as part of the initial homepage loading. If so, what kind of coding is that? HTML? Thanks for your help.

If I understand correctly, you want to make a home page with navigational links that link to your own site's page, but to external sites. The local links normally use relative paths while the external site links use full paths. These may help:
