limit download speeds to certain people on my network

MY family members download ALL the time. There is not a single moment when someone is not downloading.

This causes issue because I try to play counter-strike GO beta but my ping is always spiking to 800. Ping is 60 normally when no one is home.

Are there ANY Programs or even windows features (windows 7) that can limit the bandwidth speeds on certain IP addresses on the network. I don't want them to not download at all. Just cut their download speeds in half or something..

Perhaps even router settings. (DIR 655 D-Link)

Ive looked into QOS but I've read that this only affects upload speeds and not download speeds.

Please any help??

Hello There!

Quality of Service is able to control down and upload speeds. But that being said, why not talk to your family members about it? I'm sure they can limit their own download speeds?
