preventing email from entering email in box

I was wondering if there is any way to prevent email from a specific email address from getting into my email in box or delete folder or junk folder. I don't want it to show up. Period. I can block the email address but I can still locate it. I believe it was under junk folder. I even set up a message rule saying that if the email from address is this email address then delete it. Problem is that it just goes into my delete folder. I am running Windows 7 and email program is Windows Live Mail 2011.
