USB Flash Socket on Windows 98SE

I am trying to evaluate if USB negative socket is connected to pc. Not knowing too much about the inner workings of pc, please advise if there is a way to see if they are in fact connected to pc. Also if these sockets are connected direct to motherboard or IDE cable.
