SSL connection problems

For some weird reason over the weekend my computer has stopped letting me connect to https sites..I presume it is an SSL problem, but i have been unable to find a (satifying) answer.

i ave done the "standard" things in clearing cache and cookies and "flsuhdns" etc.
I have the problem on ALL browsers that i have (IE, FF, Chrome)and the message i get is just simply "the connection has timedout"

I am at wits end as i cant (for instance) connect to the money transferring service on Neteller which i actually need to use urgently.

Any help would be much appreciated and i will respond asap to any comments.



small ps: i tried also the .dll copy and paste thing as a .bat file, but only 3 were succesfull and the rest gives an error
smaller ps: Firewalls and anti virus are disables
smallest ps: Can the fac i downloaded ITunes have anything to do with it??
Ok..even smaller ps: i also did a system restore without success


PS: IF I CONNECT VIA A DIFFERENT INTERNET CONNECTION I DO NOT HAVE THIS PROBLEM......????? I NEVER CHANGED ANYTHING IN MY OWN INTERNET?
