Last known Good Configuration will do nothing now that the HDD has been formatted, also be aware though that it may have resolved the issue but then again it may not have.
The steps that you have taken up to now may have resolved the issue but you should consider that it may also be a coincidence that the webcam stopped working after running the driver software and that it is a hardware related problem with the camera.
Have you tried uninstalling the device itself by right clicking on it in Device Manager, if not please do so then uninstall all of the present installed software associated with the camera, restart the notebook and see if the Hardware Wizard detects the webcam, if it does allow it to install it using the generic Windows drivers, if no joy;

The Full Tests take about 2 1/2 - 3 minutes on most machines.
When complete, a Results - Summary - Recommended Fixes will be displayed.

Note: During the graphics 2D and graphics 3D testing, your screen will display some rapidly moving objects.
If you are sensitive to visual flashing, it may cause dizziness. Therefore, look away from the screen during that portion of the testing.
After reviewing the results we will be more informed and may be able to provide better recommendations for you to work towards improving your machine's performance.
