corrupt missing .dll file missing, preventing boot-up

I have finally mADE an attemmpt to try firing up the computer after sitting for several months. when starting computer and constantly pessing th F-8 button II am asked in a black & white screed asking to strat n safe mode or systom restore. I proceed whith this comamnad and finally get a screen with ic0ns etc. Then sysyem freees with a statement that it cannot start becaue a core foundation .dllis missing from compuuter, How can I approach and correct this problem. thanks.
