Assistance with Windows XP Backup Utility and Windows Backup File

Hello:

I have a Windows XP Backup File (Windows XP Backup Utility) from a system that had a bad hard drive and would like to know how to use this Windows Backup File to restore or gather files/folders to use on another Windows XP System. The Windows Backup File is currently located on an external hard drive.
