Fan Speed

Ok so I was having a cpu temperature problem it was over 90 degrees, now ive applied new paste etc... and its at around 50, which is still fairly high, im thinking perhaps my fan is not working as it should, how can I change its speed?
Ive also noticed that my GPU fan is not working as it should either since its only at 28% in SpeedFan, ive ramped it up to 100 and now my gpu temp went down to 39 from 50.
But theres no CPU Fan here in SpeedFan, so how can I change that fan speed?

First question is you said you put new TIM on but you didn't say you cleaned the fan. How about the heatsink between fan and cpu was it cleaned out also?
