I've loaded BIOS defaults and still nothing. It gets further when I force it but still doesn't complete. Just hangs
Its a complicated machine with probably something not working very well...
Is your Ubuntu CD a LiveCD if it's the case check the boot options and try to disable ACPI most time its acpi=off passed to the kernel, see if the machine can work that way.
I couldn't find the specs for the machine on the net, something you could try is to enter the BIOS and disable all the device you can like Network Card, Wireless Card (including the wireless switch if exist), etc. maybe this way you can install windows and then enable a device one by one installing it and see if windows crash due to a non working device.

Now it lets me boot up from Ubuntu Live CD if I use acpi=off, if I don't use that option it crashes just after this picture:

It could be some BIOS information related with ACPI but its strange because Windows 7 worked before.
And if it works this way on Ubuntu I suppose the hardware isn't bad.

XP install hangs on 34 minutes remaining. Also, if I change hard drive type to AHCI it blue screens, when I switch to IDE it doesn't. Really strange issue! Any other suggestions?
The Blue Screen is normal because of the Hard Disk controller missing to support AHCI, in some machines windows will not Blue Screen and only show no hard disk to install on the step to choose the disk.
In IDE mode can you instal XP successfully till the end?

Like I mentioned earlier, the charger cable had a slit in it and it cut off abruptly after loosing power (due to faulty charger).. could this have fried something? Can't pinpoint the issue! I've tested RAM hard drive mobo, cpu etc.. everything is fine. Just doesn't want to install anything and work!

Its difficult to say it could be a damaged Network Card. The other day I was helping someone in the forum with a strange problem on a Desktop, the problem got fixed after disabling the on-board Network card and installing a dedicated one. The problem is you have a Laptop and like you said the isn't an option in the BIOS to disable the card.Tried that. It doesn't crash on a .INF. It does however, mention something again about missing Hard drive driver. I'm really stuck on this one. It doesn't point to anything. ACPI seems to hang the system, the hard drive crashes it and so does the network card. I got Ubuntu intalled, but when I insert a network cable it just hangs.. crazy.
