I swear I'd take care of this computer and not wreck it but lol I like to explore and technology hates me for that!

At this point, I am looking at my Dell and all I see is the initial Dell logo screen, the blue status bar is fully loaded, on the top of the screen says "F12 Boot Options",and that's it. It's been like that for 30 minutes.

I've done a hard shut down by holding the power button down and when it boots back up, same thing. I can't access setup through F2 or F8, and F12 won't work either. I have recovery disks and boot able recovery USB but they aren't booting. Please help!

Here's the specs:
Dell Latitude e6430 Professional Laptop
I5 Intel duo core processor
2.6 ghz processor
500gb RAM
Windows 8 Enterprise 32-bit
Windows 8 Enterprise 64-bit (dual boot)

And what I have:

Windows 64-bit installation/recovery boot able USB
Windows 7 professional recovery CD (original os)
Dell online backup

-battery light is now flashing orange. Battery is fully charged and ac adapter plugged in

Can I ask how the computer came to become in this condition as in has a setting been changed, the computer banged or something deleted such as a dll for example, what you describe is often caused by a bad HDD or a damaged/corrupt OS.

If there is nothing on the HDD that you would like to back up you could use the Dell Recovery Partition if one is still present;

When you power up the computer press CTRL + F11, you may need to do this more than once as it needs to be done at a certain point.

After the reset you will need to ensure that Windows is fully up to date and install a good free AV program such as Avast or MSE (Microsoft Security Essentials) do not however update any hardware drivers.

If there is data on the HDD that you need to back up let us know before doing anything else.
