Can't see Desktop, Nasty Virus suspected

I'm having issues with a neighbors PC. Apparently it starts, but no screen appears. Just a black screen. Can't see Windows, can't see the desktop, nothing!

After swapping various hardware components, it turns out to be a bad video card. I've put a temporary video card in and now dealing with numerous infections. Malwarebytes "quick scan" found over 400 infections.
